I would try manually installing drivers or doing firmware updates but to the best of my knowledge it seems like Logitech don't even let you download drivers for it.
Tried multiple USB ports (2.0 and 3.0) Uninstalled the drivers for the wheel and all that's accomplished is that now G Hub refuses to even connect to the wheel. Reinstalled G Hub three separate times at this point with multiple restarts along the way.
